Any of the Olympus or Pentax P&S cameras that are waterproof will work fine.
If you are talking about a DSLR, then you will have to buy something like a Nikon D40 with 18-55 mm lens ($400) and buy a 70-300 mm to compose the images of the surfers.
I don't know why you think you have to have a 10 mp sensor, you really don't if you buy a DSLR.

As a sports photographer, I can tell you that machine-gunning at 3 fps or more is not going to assure a good shot.
Better to shoot at the peak of action or timing your shot. All that takes is some practice.
Canon Rebel XT (~$300 on eBay, 3 fps)
Sigma 70-300 APO DG lens (~250 retail)
Some sort of monopod to steady the shots. Pray for good light and a close enough position to actually come close to filling the frame with the surfers. Set you shutter to 1/1000 sec. Hope for the best.
The problem is that this rig is really underpowered for the type of shoot you want. At extreme focal lengths, this rig will produce fringing and the AF on the Sigma is not super fast. A really good rig for this type of shoot would run you in the $1000s.
BTW, megapixels are pretty much irrelevant to the equation. You need a big enough sensor on the camera to take advantage of the long focal lengths needed for this sort of shot.
